Provides for the regulation of industrial hemp

Amends the definition of “marijuana” to exclude industrial hemp, adds a definition of “industrial hemp”, and adds certain substances to Schedule I of the Uniform Controlled Dangerous Substances Law.
Establishes a 15% excise tax on all hemp and CBD products
