Pennsylvania Hemp Laws & Legislation
An Act amending Title 3 (Agriculture) of the Pennsylvania Consolidated Statutes, providing for industrial hemp research; imposing powers and duties on the Department of Agriculture and the Legislative Reference Bureau; imposing criminal and civil penalties; abrogating a regulation; and making a related repeal.
STATUS: Signed by Gov. Wolf on July 20, 2016.
This proposal will provide for an industrial hemp industry in the Commonwealth through the establishment of an Industrial Hemp Licensing Board within the Department of Agriculture to license and regulate the cultivation, growth and sale of industrial hemp. Members of the board would be the president of the Pennsylvania Farm Bureau, the Secretary of Agriculture and the Commissioner of Professional and Occupational Affairs, or their designees; two public members appointed by the governor; and two representatives of state-related universities and research institutions in the commonwealth appointed by the governor.
An Act providing for personal use of marijuana, for lawful operation of marijuana-related facilities, for general powers of the board, for regulation of marijuana and for employers, minors and control of property; and making related repeals.
