Not later than July 1, 2018, the Commissioner of Agriculture shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to establish an agricultural pilot program for the purpose of growing or cultivating industrial hemp in accordance with the provisions of section 7 USC 5940, as amended from time to time.

Amends statutes to legalize industrial hemp, to define industrial hemp to parallel its definition under the federal Agricultural Act of 2014, to exclude it from the definition of controlled substance under Connecticut law and to ensure related licensing and regulatory oversight in this state conforms to said act.
