Dear Constituent,

Thank you for contacting me concerning hemp as an agricultural crop. I appreciate having your thoughts on this issue.

You expressed support for H.R. 1831, the Industrial Hemp Act which was introduced by Representative Ron Paul on May 11, 2011. As you know, this act would amend the Controlled Substance Act to exclude industrial hemp from the definition of marijuana. The bill would continue to grant a state the right to regulate the growing and processing industrial hemp, providing exclusive authority in any criminal or civil action or administrative proceeding, to determine that any such plant meetings the 0.3 percent concentration limit. Because the plant variety which is used to produce industrial hemp is nearly identical to the plant from which tetrahydro cannibinol (THC) is extracted, it would be very difficult to distinguish between those who grow the Cannabis plant for industrial use from those who grow the plant in order to use it as an illegal drug. Because of my deep concern for illegal drug use in this country, I cannot support the regulation of marijuana. Following introduction this bill was referred to the Subcommittee on Crime, Terrorism, and Homeland Security. Currently, no related legislation has been introduced in the Senate.
